In addition to water parks there are a lots of splash pads around the city. Many of them are free and ideal for smaller kids. The area has a wide variety of water-based family attractions including sandy beaches a few miles down the road in Galveston and plenty of spots for sport fishing on the lakes and rivers that traverse the area.
